There are times when systems are more important than their actions. The example of “too big to fail” perspective. In many previous errors, the actions of Public Health has been covered because the longer term damage with lack of public trust was worse.

"Public Health" has never been worthy of trust. It has, for the most part, been about power, control, and most definitely money. The medical professions have unfortunately been extorting and abusing the trust of the population for a long, long time. Along with governments.
Most of the improvements in the health of people have been due to better sanitation and nutrition.
Much like free markets, public health is best with minimal government intervention and when people have accurate information to make their own decisions.

I think I understand and agree with your points and concerns, but I found your words unclear and indirect. Given the tragedy of the past 2 years and the failure of our institutions and doctors to effectively manage the response to the pandemic are your words strong enough to make clear the fundamental changes required to avoid a repeat in the future?
The majority of folk either won't or can't understand the depth & breadth of the evil megapharmas grip, invasion & infestation of every single facet of our modern world. Evil? Yes truly EVIL.
Their undue influence corrupted the education of doctors. The family doctor of yesteryear was dedicated to keeping folk healthy & healing.
Once the megapharmas had their products rolling. What would be the best marketing tool?
Doctors! So began the massive funding o universities. That funding was under the condition that the curriculum would be changed to promote the use & prescription of meds.
Thus doctors changed from being healers into drug pushers.
Their evil influence, under cover of grants, sponsorship, donations & direct financial support. Soon had governments & the regulatory bodies under their control.
Now know how the evil had the current jabs fast tracked into folks bodies. Completely bypassing the normal tested & established trails process.
They had become all powerful. Anyone who disagreed was pilloried, mocked, derided & hounded out of their jobs.
All reported with glee by the again corrupted, main stream media.
The various public health authorities could have been guides and facilitators, Doc, but instead they made the conscious choice to ignore all aspects of public health except one, and then refused to facilitate two-way communication that was essential to achieving balanced overall best outcomes.
Rather than informing and recommending, they made the conscious choice to obscure and tyrannize. As the data signal began to clearly emerge from the noise, they deliberately ignored it and vilified anyone and everyone who did not.
At a time when they represented the event as extinction-level and requiring complete disregard for the pandemic planning that was already in place, they refused to allow off-label experimentation with compounds demonstrated to be at least mildly efficacious under similar circumstances. Those seeking early ambulatory treatment of classic respiratory distress symptoms were told "go home with nothing and come back to die with us when we needlessly vent you prematurely."
The public health authorities drove countless firms into bankruptcy, including important local private medical practices. They then encouraged hundreds of thousands of people to congregate in the streets and provide human shields for arsonists, looters and murderers who took hundreds of lives and devastated tens of thousands of other lives, causing well over a billion dollars in damage.
One would think that the accusations of greed, made to those of us citing the economic harms, would have come only from schoolchildren, considering how the more mature have been made constantly aware of early mortality in poverty-stricken areas of the world, but that hasn't been the case.
"Poverty kills" is a message that we all grew up with, but the public health authorities were delighted to induce poverty with their political manipulations.
And then.... various individual physicians refused to treat patients that declined to join the mass human trials.
Oh, yes, the perception of public health is that those we rely on to help us are so apathetic toward our overall health as to be murderous in their actions.
